OP: the Navionics memory cards are intended for chartplotters, not phones or tablets. However, unless you have some special deal to get decent pricing on ENC charts, this is likely impractical outside of places like the US and NZ. Myself, I mainly use SEAiq on my iDevices. I keep it around because it often has better chart data for inland or other shallow water areas. Navionics is quite popular, but in my opinion the functionality is very limited.
